Reads like a laundry list of reasons why the Educators can't meet standards. The point to me is, that before this law, the States were getting by without a performance standard. Now there is one. What I have witnessed in these systems is that the Teachers were not teaching the basics. Too boring and repetitive. Now they are going to have to "teach to the tests," which means the little bastards will come out with better skills in the "3Rs." About the best we can expect out of a gun-run, collectivist, school system.
