A further efficiency idea. Leading culprits of financial scams and losses are invited to serve in the armed forces as front line infantry... whatever their age and medical condition. I am sure suitable duties will be available. Quite often these duties may even be of a business type nature. After some training they are sent off to the worst trouble spots in the world to redeem themselves. Service time in years to reflect the severity of the crime... with a performance based bonus plan to retire early if they survive front line duty with honour.
