The way to undermine Hamas and Arafat is to fund the Prime Minister's office so that he can effectively compete with Hamas' social services. Abu Mazen couldn't fight Arafat, and Abu Ala is Arafat's stooge completely. Giving anything to the Prime Minister's office is giving it to Arafat. The PA doesn't do social services because Arafat doesn't want it to.
