Yes and no.

I would expect that a masseuse can limit his or her services to one gender, just as a beauty parlor or barber can cater to just one gender. But generally, no. There have been test cases on this, and the decision to engage in commerce constitutes a waiver of the right to follow your conscience when it would lead to discrimination on unacceptable grounds. There are some exceptions -- retirement communities can limit themselves to just people over 60, for example. But a Catholid motel owner could not refuse to rent rooms to Protestants.

This is for public businesses. If you run a purely private business or club, you can basically serve whoever you want to. And single sex colleges haven't yet been found illegal, though people have tried.
