I wonder if your guess that Cisco employees are down by half is really true? I haven't seen any articles on this and if it's true, I bet they'd downplay that. As far as offshoring, I don't think offshoring your accounting department is the thing most companies are doing. I have no idea what Cisco is doing, but at my company (a small consulting firm) the jobs our clients offshore are mostly related to IT and engineering, not accounting and finance, which are typically corporate onshore jobs.

But you're right that a lot of companies are not promoting their employees but making them manage offshore teams. In fact, many of our consultants are hired on to do this management. Pretty crazy and very hard on the employee or consultant. I think it does cut costs dramatically, but it is hard to manage and keep quality high. I have firsthand experience at that. Anyway, I wonder how long that trend will continue.

My own belief is that we are within 2-3 years of a major job SHORTAGE, as baby boomers start to retire in droves. Then all companies will wish that India could handle even more of our work, because when all of our domestic workforce gets rehired and India can't handle our excess volume, then projects will remain undone, which means untapped profit potential. This is the scenario us consultants are talking about most nowadays and I can tell you many HR departments are thinking about this issue right now. Food for thought.
