Though due to the separation of powers, no one actually has 100% of the power. Even when the same party has both the Presidency and a majority of both houses of Congress, that party doesn't get to exercise 100% of power. Examples would be Clinton's failure to get his health plan passed and Bush's failure to get his recent judicial nominees ratified by the Senate.
