The negatives are overcome by the positives of taking him out of the Pal power loop.

Not so sure about that. With his economic power, control of Al Aqsa, and lack of any credible challengers, it seems that he'll be able to wreak as much havoc from the outside as from the inside.

Consider that his house arrest was for all practical purposes an exile. How much good did that do?
