Well....Congress approved the $100 billion around May -- without any kind of cost estimates or itemized analysis about how it would be spent -- evidently that's almost gone. The Bush Cartel has been very secretive about estimates and there hasn't been any kind of documentation about where the money is going other than that it IS going. I assume Congress will probably approve the additional $87 billion without asking any more questions than they did the last time. The Constitution does have a provision requiring government to provide itemized lists of expenditures periodically, but the Constitution has been pretty well chucked out the window these days in favor of "executive privilege" and "national security".
