But in the entire eight years since the U.N. began allowing Iraq to sell some of its oil to meet civilian needs, hospitals have only imported $40 million in supplies, reducing Iraq's hospitals, once among the best in the region, to what one aid official called Third World status"

Looks like Saddam took $460 million a year from the oil for food program and spent it on making himself comfortable.

2600 hospitals is what i recall reading in a few reports. Last report mentioned all hospitals up and running. I expect we didn't try to bomb these hospitals but troops may have been firing from a street next to a hospital or a school..
