try carmax. the low end camry's are selling for 17.8 k with the 1k rebate. carmax.com the 2002 camry's from enterprise fleet sales are running about 15k while the 2003s are 16-17k. the fleet sales are more comparable to the 18.8 to 20.0 k new camry's in options.
