Sorry... but you are confusing your 'analysis' again. They are the ones (along with State Department analysts, and experts from Jane's) that concluded the 'mobile labs' must have been for hydrogen gas production for observation balloons in remote locales... because they had absolutely no equipment for drying or 'weaponizing' any biological slurries grown... and no 'glove box' for handling... in fact, no protective measures at all. Anyone who tried to grow anthrax in one of those 'labs' would be long dead before the bacterium had reached max. production in those 'incubators'.
