That charging the soldier for his food in the hospital, they probably listed him TDY to the hospital. You sign for your meals in the military and the mess gets paid for how many people it is serving. The money the hospital is charging him is the same money he's been paid by the army for food. When I'd go TDY they'd give me the same amount of money that my home mess would have gotten and I had to pay at whatever mess I ate at.
