Bush does not go without Congress approval. Since when? Bush and Ashcroft bullied and threatened Congress until they passed the Patriot Act with all it's unconstitutional provisions and it's creation of the Dept. of Homeland Security and without Congress even being allowed to read the act first! It was an unbelievable abuse of power.
