For 2004,
defense spending is projected to be
$465B compared to total outlays of $2305B.

That is 20.2% of total outlays.
It is a small blip up compared to 1999,
and it is still very near an all-time
low based on our historical norms.

If you look at the years 1977-1980, you
will notice that even Jimmy Carter spent
roughly 23.0% of the federal budget on
defense! This is more than Bush is spending
NOW, despite the recent increases in defense
spending!
