France, Russia, Turkey and Germany had a price, the continued containment and misery of the Iraqi's. Their game was being played out over 12 years of eroding sanctions in hope that in the end the sanctions would end with Saddam still in power and with them holding the rewards Saddam gave them at the expense of the Iraqi's.

It seems if their position was too negotiate with the good faith of the Iraqi people they are in a good position today. After all the price is the same to sit at the Iraqi table, the more money and resources you GIVE, the more chance you have for long term business opportunities that may or may not be so profitable.
