That's a somewhat more important question than what we think.

I.e., in their heart of hearts, do congressmen ever think about the Wellstone death, anthrax killings, sniper killings, or any other such events that preceded major neocon legislative maneuvers...

If they are afraid after recent experience, that's understandable -- maybe they've read Mao's famous statement on the politics of assassination: "kill one, scare a thousand".
