Posse Comitatus prohibits military use in the US for civilian action. This was initiated after the Civil War due to fear of excess central Federal power. The Bush administration wishes to overturn Posse Comitatus, as part of the drive to put the country under a command-and-control martial law structure, including Patriot Acts I, II and III, secret tribunals, declaration of ALL crimes as "terrorist", etc etc etc. When the central gov't is able to neutralize Congress and Posse Comitatus, the Bill of Rights is eliminated.
