Bush can only win if he can use military and scare tactics as his #1 issue. "I am your defender, and that's why the economy stinks and I have to lie to you, we are at war". If he can get away with that, he wins.

If a war hero like John Kerry, maybe even with Wesley Clark as his running mate, convinces Americans "We can keep you even safer, will be honest and fix the economy" then Bush loses. This is one thing Howard Dean cannot do.
