Oh, I believe what is said is correct. The situation is this:

If you are living on your own and feeding yourself (as opposed to eating at a military canteen), you are given an allowance for your own meals. This is the normal situation in much of the military.

If you are in a military hospital, the hospital provides your meals. Apparently you continue to receive your subsistence allowance, though. Since you clearly were not paying for your own meals and the military was, the military wants that money back.

BUT this did not start with GWB. This has been the case through the numerous wars US forces have engaged in since 1958.
