All politicians pander during elections. It's a meaningless word. All it means is that they reach out to voter groups by putting the best spins they can on what they will do for their special interests. Dishonest pandering is the only sin, making false promises which contradict everything you stand for. That's what Bush does all the time.

Bush is the biggest panderer ever. His in State of The Union he literaly pandered to every single interest group on the map, even Greens and gays.

Dean's "Hamas" comment is all over the news. Do a search.
