Sure, but it involved the concept of inalienable rights of mankind, and what they might not have expected was that concept would provide the natural inclination to modify the system toward universal suffrage and the right of privacy.

Once you give individuals the expectation that they have innate rights by virtue of their existence, they tend to assert them.

The Roman Republic certainly didn't possess such a radical concept. Roman citizenship was something to be cherished for the people living within that system.
