New subject. Do you think people should be required to have a fixed address?

I was chatting with a friend this morning about the difficulties I was having figuring out how to deal with such things as car registration, driver's license, and state income taxes were I to sell my house and go on the road for a while. In the course of that discussion, he said, basically, that people have an obligation to maintain residency somewhere and not be gypsies. Do you have any thoughts on that?
