Wars are fought by soldiers are they not?
To say two sides are engaged in a war is to say that the two sides are employing soldiers.
shrub has invoked the rhetoric of "war against terrorists".
Therefore, shrub has called the ranks of the terrorists "soldiers".
Dean is simply trying to communicate using the rhetoric of the day.
If terrorists were to be called "criminals" then it would be an effort of "policing" to counter them.
As soon as regular military is used to confront terrorists,
that very act implicitly raises the status of terrorists.
I'm not saying it's right or wrong but it is reality.
