The thousands of Palestinians were chasing after candy.

There were a few dozen, not thousands.

There were 100's of Israelis at the WTC attack celebrating.

I thought only 5 were caught celebrating. 100s of Israelis were in the same places as the Al Qaeda members who perpetrated 9/11, either working with them or spying on them. We don't know the reaction of the rest of them to the attacks, though it is possible that they were all celebrating, as you claim.
