Quebec, in Canada is one model.. Quebec is very different from other provinces in Canada.. Predominant language is French.. From signs to dealing with courts although Federal Institutions are Bi-Lingual, Canada being officially a bilingual country.. Quebec collects it's own provincial taxes etc.. Since 1976, Parti Quebecois, which has an openly separatist charter, have ruled the province off and on, except right now.. And two Referendum have been held where residents of Quebec have voted whether to stay or leave Canada.. You can't get more civilized then that..
