It is possible. SBIR Phase I awards are typically 5% of the proposals. There are three to five reviewers on each proposal and you need basically need straight A's to be awardable. The awards are then politicized by state (Idaho gets a lot of bonus points).

If the science in the proposal was flawed, one of the reviewers would have dinged it.
