The State and local govts. in India do have the responsibility of police, courts, schools (most schools are private), etc.

India drew state borders based on linguistic groups way back in the 1950s. A few additional states have been added in the 1990s by subdividing existing states.
As the govt. at the Center is propped together as a coalition parties, States have been getting more and more assertative.
