Nurenburg, as a concept,(strongly opposed by Churchill) was a statement to all who commit or want to commit genocide. It was necessary because unheard of crimes of genocide were committed during WWII. As we all know it hasn't been 100% effective in eliminating genocidal attacks.

Nor will it ever be.. Otherwise Saddam would never have gassed the Kurds, or used chemical weapons against Iran.

Nor would he have killed and estimated 200-300,000 assorted dissidents during his reign of power.

Does it require committing genocide against 13 million people and waging a global war of aggression against all neighbors to merit a Nuremburg style trial?

Saddam stated his intentions, namely to unify by force, every Arab nation in the region under his rule. How is this any different than what Hitler asserted he would do for the Germanic/Aryan people when he wrote Mein Kampf?

Are we forced to wait until he actually found a way to accomplish such an agenda?

I hardly believe that amounts to an act of "hubris" on my part for stating something that should be common sense.
