I think a terrorist attack would have the opposite effect. People tend to rally around the flag when the country comes under attack. It would probaby help Bush's re-election campaign as people would be nervous about national security again and want to go with the status quo. In fact, perhaps Bush's advisors are hoping a terrorist attack will bail him out of what is looking like a tough re-election next year with the War on Iraq becoming ever more messy and job growth non-existant. It's also not beyond the U.S. government to contemplate their own terrorist activities to further their goal (do some reasearch on Northwoods, a plot by U.S. intelligence agencies to perform demestic terrorism and try to blame it on Cuba, so justification could be made for topple Castro).
