It should cover court costs if it is his proactive request. There, however, should be a sliding scale that is sensitive to impacts on his business. It should never be at a level that would put the business at risk financially.
Yes, that makes sense, but unfortunately adds to the infeasibility of this approach. It would cost a lot to process a petition, many, many thousands of dollars, more than someone like Mojo could probably pay. So for it to work, the taxpayers would have to subsidize it. The likelihood of the taxpayers being enthused about that are in slim and none territory, closer to none. Few people would put enough value on this to be willing to subsidize it when they, themselves, make decisions every day to work around obstacles rather than petitioning for relief.
