I think it's more than just the stress on him. There seemed to be agreement on the position that he could not give a massage where there "might be" a risk of inappropriate sexual stimulation. But that potential "might be" is there every time somebody touches the naked skin of another. So, he can never be sure with any potential client that there won't be inappropriate sexual stimulation. So he can never take the risk of ever giving a massage.
