I get them whenever I am in the wild and have not doused myself with OFF or CUTTERS. My only tip is to paint the itchy bumps with nail polish (usually clear but color doesn't matter). It doesn't cure them, but it allows you to press on the polish and scratch the bite without eventually scratching your skin raw. Some people call them "No see-um bugs".
