More money doesnt equate to higher test scores. DC public schools spend more per student that anywhere in the United States and they still have the lowest test scores. And don't say that they haven't let enough years of high funding go by first. DC has been in the top 20% of funding per student for over 25 years and they still score at the bottom. The problem isn't money, its parenting. Unfortunately children learn most of what they know from their parents and in many minority communities what children learn from their parents isn't good. there are of course exceptions but I know for myself my parents took me to libraries at a young age for example to pick out books to read. How many functionally illeterate parents would do the same for their kids in DC?
