Most of the schools with the lower scores have a high number of english as a second language students. They are hispanic, primarily. These same schools serve the poor white areas too.

These standardized tests will penalize hispanic and poor students more than the affluent white schools. Students with spanish speaking parents are disadvantaged in school. Not because they are stupid. But they don't get the parental influence that you and I received.

I think that these tests are ok, when they are used to see where more effort is needed, but it's a travesty when they are used to unequally distribute funds from poor schools to rich.

I'm in favor of simply dividing the available funds equally, with some added help given to the schools that are struggling.

Bush's "No child left behind" Program is just another lie. It's just another way to take from the poor and give to the rich.
