If the students actually were highly motivated to learn in the disadvanted areas I would agree. But go sit in on a classroom sometime and your eyes will be opened. A lot of kids are only there because they have to be. There needs to be a way to seperate out those that don't want to learn from the rest of the students because they prevent the other from learning through either disruptions or negative peer pressure. Ger rid of the age 16 minium, make it just before high school, that way those that want to learn can. Get the criminals out of the schools.
