If you take a student who is motivated to learn regardless of background, and give them more funding just think what they will be able to learn. Stop wasting money trying to educate the uneducatable. Get those in disadvantages neighborhoods that really want to learn into other schools. The rest that are left behind are simply an incredibly expensive day-care program for what will later become burden for society no matter what you try to make them learn. You can't make anybody learn jack squat if they don't want to learn jack-squat. I hope you aren't assuming that there are all these eager to learn disadvanted students out there that if given half a chance funding wise would be the Phds of tomorrow. Most of this group will beat up somebody even bring books home from school to do homework saying that only whitey reads books, don't be an Uncle Tom. Thats the reality.
