That assumes there is a statistical correlation between funding and qauality education. Kansas City conducted an experiment in one of the poorest areas of Kansas City. They spent an enourmous amount of money on a High School there including an indoor swimming pool, all brand new facilities, the works. Test scores were absolutely unaffected.
