Seems to me the answer is say NO to increased budgets to the Federal Dept of Education then. I'm all in favor of this. There is no reason why schools can't be fully funded at the State level without the Federal Govt bascially taking a hugh bite out of your state money first. Great I don't like the idea either, vote for Federal Legislators that want to decrease funding for the Federal Dept. of Education. The only way Bush can administer such a program is through that Dept.
