Many school districts have plenty of money to do the job, but the money is spent on bloated administration and waste, instead of in the classroom.

Have you ever noticed that whenever local governments are in a crunch, the first things they cut are fire and police protection and teachers, so the public feels the pain quickly and a pitch for tax increases can be made? You almost NEVER hear about administrators cutting their own staffs or budgets.
