If the union wages are truely set by a free market, then why is there Davis Bacon to begin with? The Govt supposedly looks at going construction labor rates in order to set Davis Bacon rates, but if labor rates are already set by market forces, whats the point of Davis Bacon spending considerable time and effort to establish what has already efficiently been determined?
