As far as the quality of the labor goes, thats what specifications are written for. All contracts have them. If the specs are not met you have to rip the stuff out and replace it. Maybe you are saying you would expect non-scab labor to far exceed the specs, but I don't see any evidence of this. I specifically remember a dateline NBC expose on Davis Bacon which tried to show you couldnt tell any quality difference between union and non-union work. I think getting into a union is more based on who you know rather than skill levels. I thought dateline did a good job of establishing this. Either the work meets the spec or it doesn't. Meeting the spec is all the quality the customer is looking for and there is no sense in spending extra money to exceed the specs which are usually created by architects and engineers that have thouroughly thought the design through.
