In the days immediately following Sept. 11, your offices all issued statements that you had located cases of possible insider trading suggesting specific foreknowledge of the attacks, their location, and the way in which they were carried out. Mr. Welteke called this evidence unmistakable and said it would ultimately lead back to the perpetrators. Investigations were supposedly started.
