The new policy, enacted on Saturday by U.S. administrator L. Paul Bremer, allows foreign firms to enter and potentially dominate key elements of the economy, from banking to manufacturing, that had been off-limits to outside ownership... The imposition of free-market reforms in Iraq has long been a goal of the Bush administration.

It's pretty clear what they think happened. I wonder if the truth will come clear. My gut feel is that this was an American initiative, orchestrated to look like it is coming from Iraqis. I approve of the end goal, but I don't think it's going to make things any easier for us. Giving ammunition to the enemy is not the smartest of moves.
