I thought your discomfort was at the point where it became a federal case or that legislation was enacted that provided a beaurocratic method of exacting his exemption. My comment was that he would be happy to remain under the radar, and that it would be Xs and kholts that caught the radar, thus bringing your dred to fruition. That wouldn't bother him, it would you. Right? We already did that...talked about how the litigation might go and the beaurocratic mechanics.
