They see America as a threat, and act according to that perception

And they laugh at us for seeing Saddam as a threat! How are we a threat to France? Are we going to invade? They have been under our nuclear umbrella for over 50 years. By now they must think it's a law of nature.

Now, we are certainly a threat to France's sense of its own grandeur, its pride, its self-importance, which do seem to be the main drivers of French policy these days.
