I spent a good deal of time observing and thinking, and the only difference I can see is the style of parenting.

Yes, American parents tend to be much more indulgent. But the kids are forced to go there by the State. And the system says, "don't discipline the little darlings, their lawyers will sue us!" Plus, "we don't believe in discipline for the little darlings!" And the system won't let you kick out the bad actors.

So you are stuck with the fact that you can't change the parents, you can't kick the kids out, and you can't get the system to work. Not a pretty sight.

My point is, any solution that depends on changing the parents behavior is doomed to failure. You can do it in some cases, for a short period of time, but you can't run a school system on that kind of motivation.

It comes down to figuring out what can be done within the parameters I have laid out. Anything else is Utopian.
