Maybe chalabi is right and the cynical french plan is better than the bremer semi-quagmire?? plan? It really is much about stuff we laymen(and most experts) have no idea about. I heard condi rice say iraqis need elections and a constitution before power could be turned over. There was great hesitance to turn it over to the current interim govt. Yet this interim govt has gotten the blessing of the arab league and wto, i believe. Why the hesitance? A cynical interpetation is that perhaps we are giving chalabi et al "sea legs" by allowing them to position themselves as independent of the US. And who says elections and constitution has to be in place before self rule anyway? Didn't our constitution come after we were running our own affairs? And havent there been many examples of countries being led by folks with elections to follow? And sometimes those elections and constitutions actually occur, you know. Rambling in the morning. mike

PS And perhaps if the chalabi version of the french plan is adopted, wont france and germany be forced to help out?
