nah, in the US if you run over a bunch of people on the sidewalk the odds are you will never do it again. the problem is we are disarming the good and the bad Iraqis so the good cannot fight back against the bad and I don't have a solution. the good Iraqis turned in the weapons first so now that guns are outlawed, only the terrorists will have guns and I don't think the Baghdad 911 system is very responsive. Ours in the states is a joke in many municipalities. power to the people! armed vigilantes is the answer! ashcroft has went too far! oops....started sounding like a right wing hillary there for a minute... maybe training more Iraqis as police and military with mistakes on the way is the best solution, not exactly a neat solution.
