No, they needn't. They are welcome to stay but if the US military budget gets tight (hard to imagine with $400 billion/year) then feel free to move elsewhere where the forces are more urgently needed. The Bundeswehr is in a poor state but able to provide safety for regional conflicts. I have to admit that there are no resources to "project power globally" - no air carriers, no strategic bombers/fighters, tiny special forces - but that's not a strategic target of Germany.
