The AP reported today that the Coalition won't be handing control of the railroad over to Iraqis until February. Can you believe that? First Iraq needs a healthy cigarette tax, federal gas tax, city gas tax, state income tax, value added tax, toll bridges, toll roads, and toll tunnels. The taxes and tolls can be used to support Iraq Amtrack.
